TO DISPATCH REPORTS BY INVESTIGATING THE ACCIDENTS CAUSED BY ELECTRICITY UNDER SECTION -161 OF THE ELECTRICITY ACT, 2003:

1- Uttar Pradesh Government, Notification No. of Energy Section-3, 46 P-3-24-2004, dated 09.02.2004, to the following posts of Directorate, to inquire about the accidents caused by electricity under section -161 of the Electricity Act, 2003 Has been authorized for. The copy of the notification is in Appendix-2.1:

  • Director
  • Joint Director
  • Deputy Director
  • Assistant Director
  • Electrical Inferior Engineer

2- An accident occurs in respect of production and maintenance, distribution and use or power supply lines etc., under rule -44 (a) of Indian Electricity Rules, 1956, and as a result of mischief, loss of human or animal life occurs. Or if there is any harm to any person or any animal, then the authorized person should receive information on the basis of a fatal accident. Area is to be transmitted to a 'wire' reports and work related written notice Directorate on the prescribed form within 48 hours per information of the accident within 24 hours.

The information related to power related incidents can be given to the concerned office of Directorate.

All the fire can be examined by the Directorate of Electrical Safety, in the context of the loss of human or animal which is likely to be affected by the electric fire.

The information related to accidents and fire related to electricity should be given to the concerned Assistant Directorate on the prescribed format in rule -44 (a).

3- On receipt of the information of accidents occurring by electricity, the zonal office of the directorate is informed by the date of the meeting and its information is given to the owner of the supplier or electrical installation. Dangers are called at the venue on the scheduled date and statements of evidence are taken etc. After the completion of the work, the report is prepared by the Assistant Director of the concerned zone and sent to the Regional Office.

4- If the report of the accident is received in the Regional Office, it is examined and after receiving its recommendation, the report is sent to the Head Office, Lucknow.

5- With the recommendation of the directorate copy of the report, the owner or other responsible person of the power generating company is being pressurized after testing the accident report in the headquarters, Lucknow. The following points are required in the report:

  • Regarding compensation to the dysfunctional or affected person or family.
  • In relation to the compliance of the orders sent under rule-5 (4) of Indian Electricity Rules, 1956, to cure the errors found in electrical installation.
  • Regarding the necessary action against the person responsible for the accident.

According to the above mentioned above the compensation related advice is given by the Directorate of Electrical Safety, and the compensation is done by the person acting on the compensation supplier or the owner of electrical installations or the person responsible for the accident.
