In supersession of all previous notifications on the subject, the following condition, which are prescribed by the Government of Uttar Pradesh to regulate th grant of Certification of competency to Electrical Supervisors and Permits to Wiremen for the Purpose of Rule-45 of the Indian Electricity Rules, 1956 are published for general information. These conditions shall apply to the whole of Uttar Pradesh and shall come into force with effect from the date of this notification in Government Gazzate.

CONDITIONS FOR THE GRANT OF CERTIFICATES

OF COMPETENCY TO ELECTRICAL SUPERVISORS

AND PERMITS TO WIREMEN

1. PURPOSE.

These conditions will regulate the grant of Certificates of competency to supervisors and permits to wiremen for the purpose of rule-45 of the Indian electricity Rules, 1956.

2. CATEGORIES OF CERTIFICATES AND PERMITS.

(a)- There shall be two categories of certificates of competency of Electrical Supervisor :-

(i)- NATIONAL CERTIFICATE OF COMPETENCY :-

which will be eligible for recognition by other State Governments in Indian Union.

(ii)- CERTIFICATE OF COMPETENCY :-

which will be with in the State.

(b)- There shall be a Permit to work as wireman anywhere within the state.

(c)- These Certificates and Permits will be issued by the Electrical Inspector to Government, U.P., Lucknow.

3. ElGIBILITY FOR GRANT OF CERTIFICATE OF COMPETENCY.

(a)- A National Certificate of competency may be granted to a person from any State in the Indian Union, who :-

has passed the examination held on the basis of Common Syllabus approved by the Central Electricity Board; or
has obtained a Degree in Electrical Engineering from any Indian or foreign University established by law; or
is a corporate Member of the Institution of Engineers (India) in Electrical Engineering Section or a corporate Member of the Institution of Electrical Engineers (London); or
holds a Diploma in Electrical Engineering of the State Board of Technical Education and Training, Uttar Pradesh or of any other State recognized by the government of Uttar Pradesh and has secured one year's practical experience in electrical line after obtaining the Diploma; or
holds a Diploma from a Technical Institution located within or outside Uttar Paradesh if the level of kowlecdge acquird by him is proved to the satisfaction of Government to be at par with that of a candidate mentioned in subcondition (IV).

(b)- A certificates of competency which will be valid throughout the state of Uttar Pradesh may be granted to a person domiciled in Uttar pradesh, who—

has passed the examination conducted by the Board of Examiners (Electricity) Uttar Pradesh for grant of such certificate; or
holds a Diploma in Electrical Engineering of the State Board of Techinical Education and Training, Uttar pradesh or
holds a Diploma in Electrical Engineering from Muslim University, Aligarh; or
has completed two year's Electrical Supervisors Course at a Government Industrial and technical Institute or other Institutes of the same standard and after passing the examination conducted by th Director of Technical Education, Uttar Pradesh has under gone practical training of two years on Electrical Installation work; or has obtained a Cerficate or Diploma from Tchnical Institution located within or outside Uttar Pradesh if the level of knowledge acquired by him is proved to the satisfaction of Government of be at par with that of a candidate mentioned in sub-condition (IV).

4. ElGIBILITY FOR GRANT OF WIREMEN'S PERMIT.

(a)- A Wiremen's Permit may be granted to a person, who :-

has passed the wiremen's examination conducted by the Board of Examiners (Electrcity), Uttar Pradesh, or
has passed the Wiremen's Course from the Government Polytechic, Engineering College, (Muslim University) Aligarh and Technical College, Dayalbagh, Agra; or
has passed one year's Electrical Wiremen's Course from Choubey Guru Narain Technical School, Manikuur, District Etawah; or
has passed two year's Electrical Supervisor's examination conducted by Board of Technical Education, Uttar Pradesh after acquiring six months practical experience in Electrcal Installation work; or
possesses Diploma of Wireman and lineman or National Trade certificate issued by the Ministry of Labour, Government of India; or
completes and qualifies in the All India Trade Test for wireman under the Apprenticeship Act 1961; or
is considered to be qualified to work as wireman by the Electrical Inspector to Government, Uttar pradesh.

5. BOARD OF EXAMINERS (ELECTRICITY) U.P.

This Board shall consist of Electrical Inspector to Government, Uttar pradesh, who will be Ex-Officio Chairman of the Board and two other members nominated by the Government for each Centre where an examination may be held. The Chairman will receive application from the candidates and make all necessary crrangements for holding the examinations and declare the results.

6. APPLICATIONS FOR GRANT OF CERTIFICATES/PERMITS.

A person, who desires to get a Certificate/Permit shall make an application to the Electrical Inspector to Government, Uttar Pradesh, Lucknow in appropriate form (obtainable free of cost either personally or by sending a self- addressed stamped envelope of 9” X 4” size) as prescribed at the end or these Conditions. The application shall be accompanied with :-

Copy of the certificate showing the technical qualifications duly attested by a stipendary Magistrate or a Gazetted Government Officer;
Treasury Chalan in support of payment of application fee;
True copies of unmounted photographs not older than six months from the date of application (size 2” X 2½”) with the name written thereon and duly attested by a stipendary Magistrate or a Gazetted Government officer on the front in one of the copies and on the back on the other;
Specimen signature in duplicate duly attested by stipendary Magistrate or a Gazetted Government Officer;
possesses Diploma of Wireman and lineman or National Trade certificate issued by the Ministry of Labour, Government of India; or
A Certificate of Character from the Principle academic Officers of the Institution at which the applicant last studied;
A Certificate of character from the employer, if any;
Certificate of Age.

7. RENEWAL OF CERTIFICATES OR PERMITS.

(i)- A certificate or permit granted under these conditions shall be valid for five years,

(ii)- On the application of the holder of the certificate or permit the form given under Annexure X made before the date of expiry of the certificate or permit, the same shall be renewed for a further period of five years on payment of the prescribed fee.

Provide that the Electrical Inspector is satisfied that the holder had actually been engaged in supervision/execution of electrical installation work, as the case may be with a licenced Electrical Contractor, electricity supply licenseeor sanction holder, registered factory, an Institution exempted by Government from rule-45 of the Indian Electrcity Rules-1965 or a Government Department for at least two years during the period of validity or that the holder has continued to be in touch with electrical installation work and continues to possess necessary knowledge so as to enable him to carry out efficiently his duties of supervision or execution of electrical installation work as the case may be;

(iii)- Subject to provisions of clause (ii) above, a certificate or permit may be renewed by the Electrical Inspector after the date of its expiry but within one year of that date on payment of a late fee prescribed in condition no. 12 together with the prescribed renewal fee, No certificate will however be renewed after one year of its date of expiry.

8- DUPLICATE COPY OF CERTIFICATES / PERMIT.

A duplicate of every Certificate / Permit issued under these conditions shall be kept in the office of the Electrical Inspector. Application for issue of duplicate copy of a certificate or permit must be made in the form prescribed in Annexure-XI supported by a Treasury Chalan, an affidavit and Two unmuonted photographs (size 2” X 2½”) attested by a stipendary Magistrate or a Gazetted Government Officer, as provided under Condition 6 (a).

10- WITHDRAWAL, SUSPENSION OR CANCELLATION OF CERTIFICATES OR PERMIT.

(i)- If any person holding a certificate or permit is found guilty of infringement of these conditions or the provisions of the Indian Electricity Act, 1910 or Rules made thereunder, the Electrical Inspector may, if he considers necessary, immediately suspine the Certificate or Permit and thereafter take, steps for cancellation of the permit after giving to the person concerned an opportunity to show cause against the proposed action.

(ii)- Every order made by the Electrical Inspector under Subsection (i) above shall be subject to revision by the State Government provided that the application for revision is made to Government within a period of 90 days from the date of order.

10- PRODUCTION OF CERTIFICATES OR PERMIT.

The holder of a Certificates or Permit shall produce it for inspection on demand by the Electrical Inspector or his assistants or by the consumer or owner for whom he is working proposes to work.

11- THE FOLLOWING FEES SHALL BE LEVIED UNDER THESE CONDITIONS :-

Fees for issue of Certificate Rs. 180=00

Fees for issue of Permit Rs. 180=00

Fees for issue of of a duplicate copy of Certificate/Permit. Rs. 75=00

Renewal fee (if application is made before the expiry of

Certificate or Permit) :-

(a) Certificate Rs. 180=00

(b) Permit Rs. 180=00

Late fee :-

(a) Certificate Rs. 45=00

(b) Permit Rs. 30=00

Application fee for :-

(a) Examination or exemption from Supervisors Examination Rs. 45=00

(b) Examination or exemption from Appearing in Wiremen Examination Rs. 30=00

Examination fee for :-

(a) Supervisor's Examination on Common Syllabus (Oral and Practical) Rs. 90=00

(b) Supervisor's Examination on Common Syllabus (Written) Rs. 60=00

(d) Supervisor's Examination on U.P. Syllabus (Written) Rs. 30=00

(e) Wireman Examination on U.P. Rs. 30=00

Note :

(i)- All fees shall be payble in treasury or Sub-Treauries of the State under the Head

(ii)- Treasury Chalan forms with Head of Account printed on them can be obtained from the office of the Electrical Inspector to Government, U.P., Lucknow, Zonal offices of the Assistant Electrical Inspectors, Electric Supply Undertakings, Divisional or Sub-Divisional offices of the U. P. State Electricity board, and the Collectorates. These Treasury Chalan forms need no endorsement of the Inspectorate and can be presented for deposit directly after filling them up properly and scoring out the sub-heads nor applicable, though printed on the Treasury Chalan should be forwarded to the Electrcal Inspector Payment must not be made in cash, currency notes or by money order in any case whatsoever.

(iii)- Condidates must satify themselves that they are eligible for the purpose for which the fee is being deposited; because no claim for the refund of application fees shall be entertained under any circumstances.

12. GENRAL

Printed copies of these conditions can be obtained from the Superintendent, Printing & Stationery; Uttar Pradesh, Allahabad; on payment Of 50 paise per copy.
